河南省首家国家海外人才离岸创新创业基地设立

Zhengzhou High-Tech Industrial Development Zonehas been authorized as the National Offshore Innovation and Entrepreneurship Base for Overseas Professionalsby China Association for Science and Technology(CAST) recently, the first of its kind in Central China"s Henan province since the launch of the upgraded version of the CAST"s "HOME Program -- Help Our Motherland through Elite Intellectual Resources from Overseas", said Henan Association for Science and Technologyon May 5. Jointly built by Henan provinceand the CAST, the basewill helpHenan deeply integrate into the global innovation network andbuilda national innovation highlandas well asan important talent center.

5月5日，记者从河南省科协获悉，中国科协日前正式批复认定郑州高新技术产业开发区为国家海外人才离岸创新创业基地。这是中国科协启动海外人才离岸创新创业“海智计划”升级版以来，在河南设立的首家国家级海智离岸基地。作为河南省与中国科协“省会合作”的重点项目，该基地将有效助推河南省深度融入全球创新网络，为建设国家创新高地和重要人才中心提供有力支撑。

Developed by the CAST based onthe existing national free trade zones, nationalnew areas, national high-tech industrial development zones, national economic and technological development zones and regional demonstration bases for mass entrepreneurship and innovation, etc., suchbasesusually serve asan international platform for free flow of innovation resources and flexible introduction of overseas professionals, with thefunctions of talent introduction, entrepreneurship incubation,and providing professional services, etc.

国家海外人才离岸创新创业基地，是中国科协为促进创新资源自由流动、柔性引进海外人才，依托国家级自由贸易区、国家级新区、国家级高新技术产业开发区、国家级经济技术开发区、区域类双创示范基地等各类园区，牵头打造的具有引才引智、创业孵化、专业服务保障等功能的国际化综合性创新创业平台。（中文来源/河南日报 记者/尹江勇 编译/何蒙贺 审校/焦丹）
